21724: Brand update count exceeded

Return this error when a brand update request exceeds the allowed limit for the brand. Twilio allows up to three brand updates at no additional charge. After that, update requests return 21724.
- The brand has already been updated three times.
- Another
brand_registrations.updaterequest was sent after the update limit was reached.
- Stop retrying the brand update and contact Twilio Support for additional assistance.
- Review the associated Customer Profile or Trust Bundle, correct the data, and resubmit the brand update with the fewest possible attempts.
- If the brand is in
FAILEDstatus and has a non-nulltcr_id, update the upstream profile or bundle first, then callbrand_registrations.updateagain.
