This error occurs when Twilio cannot start the ownership verification call for a Hosted Number Order. When you use phone-call verification, the person who answers the number being hosted must listen to a security token before the order can move to verified.

Possible causes

  • The phone number cannot be reached for the verification call.
  • Your account is not allowed to place a call to the number you are trying to verify.
  • The destination number has been blocked.
  • The phone number is invalid or was submitted in an invalid format.
  • The number is not eligible for Hosted Numbers. Hosted Numbers support US and Canada landline and toll-free numbers. Mobile numbers are not supported.
  • Verify that the phone number is correct and submit it in E.164 format when you create the Hosted Number Order.
  • Confirm that the number is a supported Hosted Numbers destination and can answer a voice call. Hosted Numbers support US and Canada landline and toll-free numbers.
  • Make sure the end user can answer the verification call and listen to the security token.
  • Review your account permissions and any destination blocking that could prevent the verification call from being placed.
  • Check the Hosted Number Order status and failure reason in Console or through the API. If the order moves to action-required, use the failure reason to diagnose the issue.
  • Avoid repeated retries without fixing the underlying issue. Hosted Number Orders allow up to three verification attempts before moving to action-required.
  • If the problem continues, contact Hosted Numbers Support at HostedSMS@twilio.com and include the Hosted Number Order SID.
