## Description

The recipient's device did not confirm message delivery to the provider or carrier.

### Possible causes

* The recipient's device was switched off or out of coverage.
* The recipient's device didn't have an internet connection.
* The provider or carrier attempted delivery but the device was unable to confirm receipt.
* The recipient's device couldn't accept the message.

### Possible solutions

* Make sure the recipient's device can receive messages using this channel.
* Retry the message at a later time.
