30468: Toll Free verification rejection - Disallowed: Third-party Lead Generation

This error means your toll-free verification request was rejected because the submitted business or messaging use case was identified as third-party lead generation or marketing. As of January 31, 2024, unverified toll-free numbers are blocked from sending messages to the United States and Canada until verification is approved.
- Your business, website, privacy policy, or terms indicate that you buy, sell, or share consumer information or mobile opt-in data. This is treated as a forbidden third-party lead generation use case.
- Your submission describes affiliate marketing, affiliate lending, deceptive marketing, or another third-party lead generation model. These use cases are not allowed for SMS and MMS in the United States and Canada.
- Consent is collected by one business and then transferred to another business. Consent must be obtained directly from the end user by the business that sends the messages.
- Your verification request does not clearly show a first-party use case and does not provide complete supporting information such as the business website, use case summary, sample messages, or public proof of opt-in. These fields are required for toll-free verification submissions.
- If your traffic depends on transferred, purchased, sold, or shared lead data, stop using this toll-free number for that messaging use case. Third-party lead generation is a forbidden category and is not eligible for approval.
- If your use case is actually first-party, update your website, privacy policy, terms, and opt-in flow so they clearly show that the end business collects consent directly and does not share or sell mobile opt-in data for marketing or promotional purposes.
- Review your toll-free verification submission and make sure the business website, use case summary, production message sample, and publicly accessible opt-in images accurately match your live customer journey.
- Review the rejection details in the toll-free number's Regulatory Information tab in Console. If the request is eligible for correction, make the required changes and resubmit. If you believe the rejection was made in error, contact Support with additional information that explains your business model and consent flow.
