Twilio rejected your Toll-Free verification request because the submission does not justify why your business needs more than five Toll-Free numbers. For traffic to US subscribers, you can verify up to five Toll-Free numbers for a single business without adding extra justification. For traffic to Canadian handsets, one Toll-Free number per business qualifies under the Canadian Code of Conduct. As of January 31, 2024, messaging traffic from unverified Toll-Free numbers to the United States and Canada is blocked until verification is approved.

Explain why your business needs more than five Toll-Free numbers and how each number will be used. - Submit the verification for the end business that is sending messages to consumers. If you are an ISV, only submit under your own business when you manage the opt-in flow and you are the sole creator of the message content.
- If you send messages to Canadian handsets, use one Toll-Free number per business for that traffic.
- Review the rest of the verification record before you resubmit. Make sure your business details, use case, sample messages, website, and opt-in information are complete and consistent so the request can be reviewed accurately.
