This error means the mobile phone number in your Sole Proprietor Brand registration has already reached the allowed reuse limit. Twilio sends the OTP verification request to that mobile number during Sole Proprietor registration, and the same number can be used no more than three times across all A2P Brand registrations with TCR, including registrations submitted through another provider.

Possible causes

  • The mobile phone number in the Sole Proprietor Brand registration has already been used in the maximum number of A2P Brand registrations allowed by TCR.
  • The same mobile phone number was previously used for A2P 10DLC registration through another provider, and that prior registration counts toward the same limit.
  • The registration reuses a mobile phone number across multiple Sole Proprietor registrations instead of providing a unique active mobile number for OTP verification.
  • Update the Sole Proprietor registration details and replace the mobile phone number with a different active U.S. or Canadian mobile number that can receive the OTP verification request.
  • Verify that the replacement mobile number has not already been used three times across A2P Brand registrations with TCR, including registrations completed through another provider.
  • Resubmit the Brand registration after you save the updated mobile phone number. If you are troubleshooting a failed submission in Console, review the failed Brand details and fix the registration data before submitting again.
