This error occurs when you try to send an RCS message to a recipient that your RCS sender is not authorized to reach. It usually means the sender is not approved for the recipient's carrier, country, or region, or that you are testing with a recipient who has not accepted the tester invitation.
- The RCS sender is not approved to send messages to the recipient's region or carrier.
- The recipient has not accepted the invitation to become an RCS tester.
- You are sending through a Messaging Service that selected an RCS sender which is not approved for the recipient's country. Supported countries for an RCS sender depend on where that sender has been approved.
- If you are testing, add the recipient as a test device and make sure they accept the invitation by tapping Make me a tester.
- If you plan to send production traffic, request carrier approval for the RCS sender and wait until the sender is approved for the destination country or carrier before sending.
- Confirm that the destination country is supported for RCS and that your sender is approved for that market.
- If you use a Messaging Service and your RCS sender was approved for an additional country after you added it to the sender pool, remove and re-add the sender to update country mappings.
