63051: WhatsApp Sender or Account is Locked

This error appears when Meta restricts either a WhatsApp sender or its associated WhatsApp Business Account (WABA). Meta can apply a restriction for policy violations, security issues, or inactivity. While a sender or WABA is restricted, all messaging traffic and sender-management actions (such as updates or new registrations) are blocked.
- 30-day inactivity (most common)
Meta locks a sender if it detects no traffic during a rolling 30-day period. - Policy or account violations
The sender or WABA violates one or more of the following: - Verification mismatch
Meta cannot verify the request data (for example, an incorrect two-step verification PIN).

Inactivity lock
- Re-register the sender in the Twilio Console through Self Sign-up or by using the Senders API.
- Prevent future locks by sending at least one message every 30 days. If possible, wait to register the sender until you are ready to send traffic.

Policy or account violation
- Attempt to re-register the sender.
- If re-registration fails and you believe the restriction is in error, open a support ticket. Twilio Support can appeal the restriction to Meta on your behalf.

Verification mismatch
- Confirm that the two-step verification PIN and any other requested data match the values configured in WhatsApp Manager.
- After correcting the data, re-register the sender.
