This error appears when Meta restricts either a WhatsApp sender or its associated WhatsApp Business Account (WABA). Meta can apply a restriction for policy violations, security issues, or inactivity. While a sender or WABA is restricted, all messaging traffic and sender-management actions (such as updates or new registrations) are blocked.

  • Inactivity lock

    • Re-register the sender in the Twilio Console through Self Sign-up or by using the Senders API.
    • Prevent future locks by sending at least one message every 30 days. If possible, wait to register the sender until you are ready to send traffic.
  • Policy or account violation

    1. Attempt to re-register the sender.
    2. If re-registration fails and you believe the restriction is in error, contact Twilio Support(link takes you to an external page). Twilio Support can appeal the restriction to Meta on your behalf.
  • Verification mismatch

    1. Confirm that the two-step verification PIN and any other requested data match the values configured in WhatsApp Manager.
    2. After correcting the data, re-register the sender.
