63101: WABA ID provided is not valid or unable to be used

Twilio returns this error when the WhatsApp Business Account identified by waba_id can't be accessed or can't be used for the current account during WhatsApp sender onboarding. This can happen during WhatsApp Self Sign-up or when you register senders through Embedded Signup and the Senders API.
- The WABA was deleted or the ID provided is incorrect.
- The WABA was not shared with Twilio, or Twilio was not granted permission to manage it during signup.
- The WABA was created outside of Twilio or is already associated with another provider.
- The WABA is already linked to another Twilio account.
- In an Embedded Signup integration, the Twilio Partner
solutionIDis missing or incorrect, so the signup flow does not complete WABA sharing as expected.
- Confirm that you are passing the correct
waba_idto the Senders API. If this is the first sender for the account, use the WABA ID returned by Embedded Signup. - During Self Sign-up, review the permissions prompt and allow Twilio to manage your WABA. Complete the flow in the same browser and keep the signup window and Console open until registration finishes.
- If you are registering your first WhatsApp sender in a Twilio account or subaccount, create a new WABA for Twilio. If you are adding another sender in the same account or subaccount, select the same WABA that is already connected to that account.
- Do not select a WABA that was created outside of Twilio or already approved with another provider. Create a new WABA to use specifically with Twilio instead.
- If you use Embedded Signup as a Tech Provider, verify that your Partner
solutionIDis configured correctly and that the flow shows that your company is working with Twilio to enable WhatsApp. - If the WABA is already linked to another Twilio account you own, use that account for registration. A mapped WABA remains connected to that subaccount unless all WhatsApp senders have been deleted from it.
