30475: Toll Free rejection: Cannot combine messaging consent with service requirement

This error means your Toll-Free verification request was rejected because the submitted opt-in flow makes messaging consent a condition of using your service. Since January 31, 2024, messaging traffic on an unverified Toll-Free number is blocked until verification is approved. If the rejected request is eligible for resubmission, correct the opt-in flow and resubmit within 7 days to enter priority review.
- Your sign-up, checkout, or account flow requires the consumer to agree to receive messages before they can use your service.
- The same action collects the consumer's phone number and consent to receive marketing or recurring messages, so messaging consent is not a separate choice.
- Your opt-in call to action uses a checkbox that is selected by default instead of an affirmative, optional action.
- If you send promotional messages on the Toll-Free number, the submitted flow does not show the express written consent required for that content.
- Separate service enrollment from messaging consent. Let consumers use your service without being required to opt in to receive texts.
- Use a distinct messaging opt-in step. If you use a checkbox, leave it unchecked by default.
- Update the opt-in workflow you submit for review so it matches your live customer journey and clearly shows how the consumer gives consent. Include public opt-in evidence such as a web form or hosted screenshots. If you submit through the API, provide those images in
optInImageUrls. (help.twilio.com) - If you send promotional messages from the number, collect express written consent before you resubmit the verification request.
