1. Get opt-in consent from each end-user before sending any communication to them, particularly for marketing or other non-essential communications.
2. Only communicate during an end-user’s daytime hours unless it is urgent.
3. SMS campaigns should support HELP/STOP messages, and similar messages, in the end-user’s local language.
4. Do not contact end-users on do-not-call or do-not-disturb registries.

Effective September 4, 2026, the Gambia Public Utilities Regulatory Authority (PURA), updated the Gambia numbering scheme of Africell, Comium and Qcell of Gambia from seven (7) to nine (9) digits. This numbering plan update does not impact Gamcel (MCC/MNC=607/01). The numbering plan for Gamcel remains unchanged.

We strongly advise customers to follow this updated numbering plan:

MSIDN is now 9 digits:

• Before September 4, 2026 : (CountryCode) XXXXXXX
• After September 4, 2026 : (CountryCode) YYXXXXXXX

Here are the digits for each network (YY in the above formats):

• 87 for Africell (MCC/MNC=607/02)
